Responsible for all physical security and guard force management for Dow Corning’s US$1+ Billion investment in Zhang Jiagang Jiangsu Province. Authored and executed security procedures affecting both live chemical plant, construction and expansion projects. Authored and managed contracts worth over US$ 5 million. Assisted management in driving infrastructure improvements aimed at improving safety in and around the plant and jobsite.
Feb 2006 - Jul 2008 Bayer Greater China - Head of Security & Intellectual Property Protection
Responsible for all physical security and guard force management for Bayer’s investment in the Shanghai Chemical Park. Authored and executed all security procedures affecting both live chemical plant, construction and expansion projects. Security infrastructure project oversight included providing specifications and sourcing for electronic gate controls, CCTV systems and all miscellaneous equipment, vehicles etc for a 300+ man security department. Authored and managed contracts worth over US$ 5 million. Managed project to install permanent plant and temporary facility / construction access controls – 3 permanent and 6 temporary construction gates commissioned within 2 months after contract award. Directed the development of access system software using cost effective local resources that included badge printing, training and infraction records and web based reporting providing real-time and historical reporting capabilities. Collateral duties included assistance with plant and construction safety and emergency response. Intellectual Property Protection duties included implementation of awareness programs, ethics education and execution of IPP and loss prevention measures. Fostered and maintained extensive law enforcement and paramilitary contacts to further company’s goals. Holistic approach to security management resulted in limiting client losses due to theft and pilferage to less than US$10,000 for a US$ 1.8 billion project.
Feb 2003 - Feb 2006 Bechtel China: CSPC (CNOOC/Shell) Project Security Manager
Successfully managed security infrastructure and guard force contracts valued in excess of US$10 million. Commanded over 600 guards and managed admin and badging staff of 15. Oversaw administration of access card / site ID program for 110,000+ workers. Authored and published all existing project security and evacuation plans, procedures, project instructions and work instructions. Continually revised procedures / instructions to reflect changing conditions and needs of the project. Oversaw HSE enforcement teams and reporting resulting in measurable increases in compliance and reduction in lost time injuries. Revised guard force contract to raise the quality of the force, improve command structure and resolve quality of life issues. Successfully oversaw development, design and installation of EPC Gate Control and SARS Monitoring contracts / systems for a 20+ square kilometer jobsite. Successfully oversaw development of web page reporting for gate control system. Planned and oversaw installation of all physical security plant for the jobsite. Developed and presented security briefs to the expatriate and national communities. Suggested approved plan for National employees to relocate from unsafe living areas to safer living areas. Planned Traffic control measures adopted by the project and the local community resulting a significant decrease in traffic accidents and fatalities on public roads in the project area. Developed successful working relationships with local authorities that helped guide them towards accomplishing project safety and security objectives. Planned, implemented jobsite traffic enforcement contributing to zero onsite traffic injuries. Was actively involved in successfully mitigating labor unrest in the project area.

Established Kroll’ Shanghai Representative Office including all administrative and legal requirements of the PRC and Shanghai Municipality. Successfully marketed and sold more than half million dollars worth of Kroll consulting services within the first six months of operation. Developed extensive network of contacts throughout the Shanghai expatriate community and the Shanghai Government. Managed and grew more than forty diverse cases including Fraud, Corporate Security, Due Diligence, Crisis Management and Intellectual Property Right Protection.

Responsible for all security and internal audit functions in China. Duties include managing a 20-member international audit and investigation team. Conducted public relations seminars and training for local trading communities throughout China. Direct the design and implementation of nationwide scheduling, reporting and trade intelligence databases. Collect, collate and disseminate trade intelligence to support 30 government contracts around the world. Conducted long-term internal and external fraud investigations. Researched and documented abuses of Harmonized System Code and import tax evasions. Responsible for design and source of physical security measures, access controls and asset protection nationwide. Developed and marketed anti-smuggling training courses for Mainland Chinese Customs. SGS' authority on counterfeit matters in China. Provided information that led to the discovery of millions of dollars of counterfeits.

Responsible for ground up development of Regional Quality Assurance and Internal Audit Division for SGS in South China. Developed and documented division policy and procedure. Initiated profiling and alert methodologies resulting in multiple customs seizures netting millions of dollars in extra customs revenue for SGS clients and saving SGS from millions of dollars in fines and potential loss of global contracts. Achieved significant and measurable reduction of risk associated with South China operations. Promoted to Country Security Manager in March 1997.
